“If we should suffer a medical emergency, we take for granted that our community will be able to provide the medical services we need. We assume that somebody - possibly a passer-by - would be able to give proper first aid and to summon help. We assume that the ambulance attendants would be well-trained and able to aid us en route to the hospital. Unfortunately, in far too many American communities, our assumption would be false.”
